Phoenix passes ordinance that bans kitten mills

The city of Phoenix has passed an ordinance that bans the sale of animals from puppy and kitten mills. All pet stores will only be allowed to sell animals that are from shelters and are rescues. This ordinance is targeted towards large scale breeders, and not humane breeders who practice ethical breeding. An infraction of this law can get you 6 months in jail or a fine up to $2,500. This is a fantastic step towards responsible pet ownership and adoption on a large scale!
